If you want the firearm stripped and just the parts sans FCU any CA FFL can do it as well. I'm assuming you're talking specifically about a Sig P320 series/style of pistol, correct? Where you want the grip module + other stuff, but don't need the "firearm" component?

Agreed - any CA FFL with a hicap permit could receive the guns, block the mags, hand over the parts and keep the stripped FCU.
