In theory the state could go after the seller for importing without a license. Depending on date of manufacture etc. it could be an easy case to make.Only slaves don't need guns

In your friend's case, I think it would be perfectly legal to go PPT and DROS the gun and after ten days, pick it up now registered in your friend's name.
I think what the state looks at more than anything is the firearms being stolen or used in a crime, and the basic background check of the purchaser.Buy made in USA whenever possible.Comment

If you are not active duty, when you move here with guns you are supposed to file the New Resident paperwork or sell the guns or turn them in to LE. See the wiki,http://wiki.calgunsfoundation.org/in..._with_firearms
(If you already live here, it IS generally illegal to go out of state and bring back a gun, unless it passes through a CA FFL - that's Federal and CA law.)
But 'registered' is not a generally-required attribute of guns in CA. Transfer through an FFL for handguns was not required until 1991, long guns in 2014. Those actions will create a record in CA's AFS database, which is as 'registered' as most guns in CA get.
