    Odd DROS / PPT Question

Hope I can explain this with minimal confusion.

So a friend of mine wants to purchase a pistol that I have.
We were getting ready to set up a date/ time to do a PPT.

He called and said that the gun shop where he last purchased a gun new at several months ago, had just called and said they need for him to come back and bring in the gun, so he did.
On his way home he called me and said, that they needed to hold it again for another 10 days, but he won't need to pay another DROS fee etc..
Something about the state screwing up the paperwork etc.
(I didn't really get it and didn't want to pry).
Some where along the line, he did change his address, and got a new drivers license etc.
So It may have something to do with all of that.

My question is, will he be required to wait the 30 days from the start of this current DROS to do a PPT to buy mine ?

Hope I explained that clearly . . . sorry if not.

He will not have to wait 30 days because PPT is exempt, unless you are doing the PPT in the city limits of Los Angeles in which case it is not exempt.

The situation as it pertains to the anticipated transaction is not off at all. Just a standard PPT. Skyhawk nailed it.
