Yes you can resell factory ammunition without an FFL. You can not sell any ammunition or projectiles that you have manufactured without an FFL.
ORMD did go away. Here's the new regulation: https://www.ups.com/us/en/help-cente...munition.page?Man, this place has gone bonkers.Comment

Yes, as long as all the sales are done through a CA DOJ licensed ammunition vendor or CA FFL dealer.
^You and the buyer leave your table and go to a CA DOJ licensed ammunition vendor or CA FFL dealer and have the ammo transfer processed.
You are also limited to selling a total of 500 rounds of ammo every 30 days.
^In order to legally sell more than 500 rounds within a 30 day period, you must be a CA DOJ licensed ammunition vendor or CA FFL dealer.
In addition, unless you have a valid 06-FFL, it is illegal (Federal felony) for you to sell reloaded ammo.sigpic
