Are you not considering options for making your own cartridges? You can buy yourself one of these machines and make cartridges at home. Of course, this is a cost in time, but it is also cheaper, and you may be able to solve the problem in your state.

You will have to find it in another state, and bring it back yourself. Problem is, finding it to begin with. Might be easier to make your own, as others have said.
