Trading Ammo Question

I know this has probably been discussed before but I will ask again:

If you trade ammo (one caliber for another) does it still have to go through a FFL?
(Assuming neither one has a 03 License and a COE)

As far as Cali is concerned, it is a transfer and needs to be done via ffl. For a few to both of you, of course.
