You are correct. We can still buy and DROS multiple lowers at once. July 2021 is the start of the expanded 1 in 30 law.

I DROS’d 3 last month, seemed like a lot of paperwork, but one fee.

Lots of paper work to exercise 2A in Calif now. Bought 5 different calibers of ammo before the Floyd riots and did one backround form plus one form for each caliber.
But vote by mail no problem.

C&R + COE will be exempt. Plus a lower is not a semi auto firearm or even a centerfire firearm until it is assembled into a working configuration, so I am unclear how a lower would be subject to limits
