    Permanently attached 2.5" muzzle brake?

I have a couple 14.5" barrels with permanently attached muzzle brakes that made them 16". I'm assuming same rule/law would apply to a 13.5" barrel.
Too many rifles, not enough time...

Before being in possession of the SCAR-17S and the 13.5" barrel, the barrel needs to have a muzzle device permanently attached to it so that the length is 16" or greater.

Mere possession of the SCAR-17S and the unattached 13.5" barrel equates to possession of an illegal SBR.

      Therefore...
~If you own a rifle that can utilize the barrel, then the barrel must be modified before you can legally take possession of it.
~If you do not own a rifle or have control over a rifle that can utilize the barrel, then you can take possession of it as long as you do not own or possess a rifle that can utilize it. Prior to owning or possessing a rifle that can utilize it, the barrel must be modified.

Also, factoring in CA assault weapons laws for rifles...
~The overall length of the SCAR-17S must be 30" or greater.

Overall length is measured with the firearm in the shortest possible firing configuration (stock folded/collapsed) and non-permanently attached muzzle device removed.

Permanent methods of attachment include full-fusion gas or electric steel-seam welding, high-temperature (1100o F) silver soldering, or blind pinning with the pin head welded over.

SCARs have a folding stock, doesn't that automatically disqualify it from Cali?

Where are you seeing the 13.5 inch barrels for sale, I’ve been wanting one. To make it legal you’d have to pin and weld it with a Surefire mb762ssal as its 4.2 inches long to play it safe.

No. Why would you think that? You seem unaware of the fact that there are tens of thousands of SCARs in CA and the legal effect of a mag lock which, with a fixed magazine, renders irrelevant the presence of any features listed in 30515(a) pertaining to centerfire semi-auto rifles.

Just have PMM chop/PW your original barrel and figure out your jets.

A 2.5" muzzle device threaded on a 13.5" scar barrel ends up about 15.4" long.

You need a muzzle device at least 3.25" long to exceed 16" on a 13.5" scar barrel.

I do lots of shorten/perm jobs on scar barrels.
I can cut to any length so that any muzzle device can be used to just pass 16" total length.

It is very easy to block the stock from folding.
