Ruger replaced my SP101 twice, the second time with a different gun. They paid all the fee's both times. Ask them if they are covering the costs then it won't matter what FFL.

ask them if they could stamp the same serial number and just send it to you directly - verify who is picking up the tab on the inbound transfer with Ruger Customer service... if you are being stuck with it, then call different shops to verify their pricing

Can they even do a transfer of an off-roster replacement?

If not, seems like another very legit lawsuit route to roster elimination.

No legit manufacturer will do this.

Legit manufactures CAN do that, but no LARGE manufacturer WILL do it because it's so much more trouble to isolate a single reciever from the manufacturing process that large manufacturers use to put a special (non-sequential) number on it.
Large manufacturers are making hundreds/thousands of a specific type of gun at a time and have all sorts of processes to control the receivers and manage serial number markings etc...

Small manufacturers can and do assign custom serial numbers all the time and most small manufacturers would re-manufacture a receiver without much trouble.
It just needs to be a reciever that they manufactured initially.
They simply destroy the old receiver and create a new one with the same serial number.
