You can meet a prospective buyer anywhere. Many gun stores don't like people inspecting firearms on their property. I sometimes meet them at the gun range, or private location. Be aware that some FFLs are charging extra fees for PPTs. On Target Range in Laguna Niguel charged me ~$79 for PPT, $10 for a lock, plus ~$47.50 DROS fees. I think they raised their PPT fees to $125.

I thought On Target announced they were no longer doing PPTs period until 2021?
