    Is it illegal for an LGS to refuse to do a PPT?

    Posted a WTB thread and member PM'd me. Was supposed to meet at an FFL today and then was told by the seller that the FFL he usually uses isn't doing PPT's right now. I called around and got he same answer from a couple other shops. Finally found a shop that said they'd do it, and to schedule an appointment with them to do it on their website.

    What was interesting is this shop told me that it's actually illegal for shops to refuse PPT's. Was wondering if this is true or not?

    It technically is illegal but I doubt the DOJ would do something about it, and they know it. Some are refusing, some have limited daily slots, some have appointments, everyone is different now.

          You would think the CA DOJ would look for any reason to shut down LGS, and they'd use the refusal to perform PPT's a reason to.

            No. Even though it is a jerk move on their end, especially if it's a shop you've bought several firearms from. Just means I'd remember that in the future when it's time to purchase another firearm and I'll look elsewhere to make the purchase.

              Yes it is.
              But the catch is FFLs do it knowing that nobody gives a cheit to enforce or even look into such illegal acts.

                  What about FSC tests? I had one tell a friend of mine only if he bought a gun from them. I think they should all go to jail for that!!

                    There is nothing illegal about that.
                    ^CA laws/regulations does not prohibit it.

                    FSC instructors are allowed to determine their own schedule/availability in giving the FSC test.

                      I don't know about the legalities, but from a business perspective it's a loser of a deal since the PPTs are capped at a certain low price, and still take the same mountain of paperwork as well as keeping the gun in a safe for 10 days (or more).

                      I too had a local LGS give me some bogus covid/mask excuse for not doing PPTs, whereas other LGSs were a bit more upfront that they can do it but they would prefer not to and generally prioritize other sales first.

                      Just gotta go with the flow.

                        As posted above LGS have refused to do PPT for bogus reasons and CA DOJ probably won't care. For example I gave Gun Effects my business having bought a Glock 34 and a Kriss Vector from them. Then one day I wanted to do a PPT selling my AR pistol lower, the worker there said AR pistols are illegal in California and gave a lot of attitude about it. Needless to say, they lost my business. I now go to Guns Direct in Burbank, a little further drive but they have been great.

                            There are legitimate reasons to deny a PPT at a specific time.
                            For example, a smaller site may be out of storage space in the safe.
                            It's happened to me twice.
                            One of those was an FFL that I've spent a lot of money at, so I had no reason to doubt their sincerity.

                              Given mosts hope have very limited or little inventory currently, I'm sure they have room in their safe.
