Does this mean there is a small window of damp opportunity to shoot in former fire ban zones? I mean while it's damp . Wet brush = no dry brush for a limited time of coarse.

i thought i'd previously read the fire bans usually end around the first week of december. best to check the official sources. hard to imagine them flipping the rules back and forth day by day. more likely they will wait until they feel safe for a full reopening, which should last a few months. -
No, of course not.
It rained for 30 minutes, the BLM is not going to open up land to shooting for 10 minutes just after the rain.
Likewise, the BLM is not going to trust any of us to judge how dry the brush is, or what the fuel load is in an certain area.
Likewise, the BLM is not going to trust any of us to figure out appropriate fire weather and take into account if we are going into a dry period following the 30 minutes of rain we just received.
Likewise, the BLM is not going to trust us to display any amount of good judgement regarding shooting in dry areas because far too many people will scream "muh shooting!" instead of "muh state that isn't on fire because I went to a designated range instead of desert dry open land to shoot!".Calguns.net, where everyone responding to your post is a Navy Force Delta Recon 6 Sniperator.Comment

And also I'm not really in a metropolitan city . And not exactly rural enough to step off my back porch naked first thing in the AM and shoot responsibly. I would have a cup of coffee first .Comment

BLM doesn't set the fire restrictions here, Cal Fire does and BLM follows their advice. No, of course not.
