What is a Certificate of Eligibility (COE)? A “Certificate of Eligibility” certifies the Department of Justice (DOJ) has checked its records and determined the recipient is not prohibited from acquiring or possessing firearms at the time the firearms eligibility criminal background check was performed.
If you have not live-scanned first, then you cannot start that application. I suggest you read all the instructions carefully. Do this on a PC or tablet, not your phone. Pay extra attention to these collapsed sections in CFARS, now and always - anytime you use CFARS. Expand them, READ them carefully or you will screw up a lot of forms and go 'round and 'round with DOJ.Please note: prior to submitting your COE application through the CFARS, you must first submit your fingerprint impressions to the DOJ. To submit fingerprint impressions, you must take a completed Request for Live Scan Service form (BCIA 8016) to a Live Scan station and pay the designated fees.

I completed a livescan last week, how is the state supposed to know I have a pending livescan for my account? I have the ATI number but absolutely no way of associating it with my account...Read the instructions - you must livescan BEFORE applying

The Livescan form asked for your drivers license number. This form also asks for your ID type and number - not a coincidence. That is one way they could match you with your livescan.
Expand that section I highlighted and see if there is any info there. I cannot access this part of CFARS since I already have COE.
Did you use the correct livescan form with the correct ORI and mail code? I ask because sometimes the COE livescan form prints out with that info missing.
