While you can accomplish what you want, it will cost you a bit and is not as straight forward as you may hope. First, the DROS has been started, so you may as well let it run it's course. 10 days from the beginning of the DROS, (assuming you pass) the gun is yours.

Talk to the dealer about him returning it to stock, (buy it back) expect to pay a fee, and be out the DROS fee.

Assuming the dealer will take the gun back, then buy want you want and chalk the extra costs up to a learning experience.

Keep in mind you will have to wait 30 days to make a new purchase.

Maybe keep things rolling and sell the gun late. 20% is a big hit for nothing...

Probably best to hold on to it for the thrity days then sell it to buy another. Instead of losing 20% on restocking fee he can probably make 20% in the current market.

Also - is the one he wants even in stock? Is this his first handgun? Probably best to have one in hand - again - due the current situation.

Dros fees gone. They can charge restocking fee. May be best to take delivery and sell later so as not to lose to much money.

20% restocking fee is big ouch. They have every right to charge that, but depending on what it is he purchased, like others have mentioned, might be better to take delivery, try it after all, and if he doesn't like it after actually giving it a honest try at the range first, then maybe consider selling it at a break-even cost for a quick and easy sale, depending on what gun it is.

Honestly he may just be better off waiting the ten day, accepting the firearm, and then turn around to trade it in/sell it for whatever else he wants. You avoid the restocking fee and while you may not get full value back on the firearm, it should make whatever your husband has in mind as a replacement cheaper to buy.
