Public Gun Range Construction

Off the top of my head, what would be the legal hoops one needs to take in building an outdoor pistol/rifle range for public use?

Obviously there would be the land purchase, permits & construction expenditures, necessary insurance, etc.

What hassles might one go through other than that?

A very debated city council meeting with council members, board of supervisors, mayor, residents that include progun and antigun, Karens, EPA, other board members of various groups, school board, various business owners, depends on area, rural is better

To build a new.range.
I would think environmental impact permit would be the most challenging in CA.
Lead contamination from all.the bullets.

I can only imagine the struggle over environmental impacts and the debates with the city over a new range. The outdoor range idea occurred to me considering we almost always have hospitable weather in SoCal and a severe lack of outdoor ranges.
