    So if I'm reading this correctly, one of the methods of locking the firearm has to be to physically run a lock through the magwell of the firearm?

    It sounds janky and I'm not sure if your lock can do it, but one method of doing that would be to remove the floorplate and guts out of the magazine and run the lock through the inside of the magazine to achieve a similar effect. Of course then you need to reassemble the magazine after unlocking it to utilize the firearm.

      Why do you need it "double locked in a safe"?

        If this is a legally owned AK-type pistol, and it is not (nor does it need to be) registered as an aw, then you can store it exactly like you would store a bag of flour. Keep it dry.

        No CA law specifies a storage method for non-FFL gun owners; there are access-restrictions on assault weapons that ordinarily lead to storing in a safe to which only the gun owner has access, and there are access-by-minors laws that impose penalties for allowing that.
