flash hider on complete upper

Hi everyone, I wasn't sure where to post this so feel free to tell me where I need to move it to.

I'm looking to buy a complete upper (20" barrel) for my LMT lower but it has a flash hider on it. Is it legal to ship it to me with the flash hider on it as long as I remove it before mounting it on my lower? Or does it become super evilly illegal the second it crosses the border into CA?

Aha thank you! Of course that makes sense. I was planning to go featureless eventually so I'll just get that nefarious flash hider off it before building it out.
But now I'm wondering if I should just go with the fixed mag.
LOL another rabbit hole to go down...
