Well there is going to be an AW registry opening next year for that specific reason.
Remember that stripped receivers DROSed in 2014 and later are registered as rifles.
Receivers DROSed before 2014 are not registered as a RIFLE or SHOTGUN because there was no registration of long guns at that time.
Those older receivers are simply OTHER FIREARMS on the 4473.
So any of those lowers that you may have just sitting around that was never assembled and previously registered as a rifle, pistol or shotgun can be assembled as an other and will qualify for registration as long as it is a centerfire semi-auto firearm with a detachable magazine and at least one of the newly listed features in pc30515 before 9/1/2020 and it would be required to be registered as an assault weapon next year because of the changes to pc30515:
pc30515.
(a) Notwithstanding Section 30510, “assault weapon” also means any of the following:

(9) A semiautomatic centerfire firearm that is not a rifle, pistol, or shotgun, that does not have a fixed magazine, but that has any one of the following:
(A) A pistol grip that protrudes conspicuously beneath the action of the weapon.
(B) A thumbhole stock.
(C) A folding or telescoping stock.
(D) A grenade launcher or flare launcher.
(E) A flash suppressor.
(F) A forward pistol grip.
(G) A threaded barrel, capable of accepting a flash suppressor, forward handgrip, or silencer.
(H) A second handgrip.
(I) A shroud that is attached to, or partially or completely encircles, the barrel that allows the bearer to fire the weapon without burning the bearer’s hand, except a slide that encloses the barrel.
(J) The capacity to accept a detachable magazine at some location outside of the pistol grip.
(10) A semiautomatic centerfire firearm that is not a rifle, pistol, or shotgun, that has a fixed magazine with the capacity to accept more than 10 rounds.

Was there ever a time in the past where a pre 2014 virgin stripped lower could have been legally assembled into a semi auto pistol? Or did the roster always prevent that even though the lower was only an "other"?
Missed the boat on that one :/

Use a pre2014 stripped lower that you have just sitting around.
You know, that one that you never built into a rifle, pistol or shotgun before because you could not decide on what you wanted to build for all these years.
Then you can register it as a detachable magazine other.
Then buy a NEW stripped lower to build a fixed magazine or featureless rifle that's just like the one you might already have if you happen to want another one.Randall Rausch
