    (b) Commencing July 1, 2018, prior to manufacturing or assembling a firearm, a person manufacturing or assembling the firearm shall do all of the following:
    (1) Apply to the Department of Justice for a unique serial number or other mark of identification pursuant to Section 29182.
    (2)(A) Within 10 days of manufacturing or assembling a firearm in accordance with paragraph (1), the unique serial number or other mark of identification provided by the department shall be engraved or permanently affixed to the firearm in a manner that meets or exceeds the requirements imposed on licensed importers and licensed manufacturers of firearms pursuant to subsection (i) of Section 923 of Title 18 of the United States Code and regulations issued pursuant thereto.
    (B) If the firearm is manufactured or assembled from polymer plastic, 3.7 ounces of material type 17-4 PH stainless steel shall be embedded within the plastic upon fabrication or construction with the unique serial number engraved or otherwise permanently affixed in a manner that meets or exceeds the requirements imposed on licensed importers and licensed manufacturers of firearms pursuant to subsection (i) of Section 923 of Title 18 of the United States Code and regulations issued pursuant thereto.
    (3) After the serial number provided by the department is engraved or otherwise permanently affixed to the firearm, the person shall notify the department of that fact in a manner and within a time period specified by the department, and with sufficient information to identify the owner of the firearm, the unique serial number or mark of identification provided by the department, and the firearm in a manner prescribed by the department.

    California Code of Regulations Title 11 Divison 5 Chapter 41 Article 6 Section 5519
    A firearm manufactured or assembled from polymer plastic on or after July 1, 2018, shall contain its unique serial number on 3.7 ounces of material type 17-4 PH stainless steel. This stainless steel piece shall be embedded within the plastic receiver or frame upon the firearm's manufacture or assembly.

          This is from the bill being proposed now that will go into effect 2022.

          Sorry fo the text, doing this on my phone. Its very vague, but its thhere for interpertation.

I missed your point that the small embedding piece of metal was not 3.7oz. I'll try and be less helpful next time

                          It was purposely written that way to make it impossible to homebuild a polymer frame or receiver because Sacramento knew for most people in california polymer home builds are the only way people would be able to make a gun themselves.

                              It means that the company, 80% Arms, can no longer legally operate in CA, unless they are licensed by CA DOJ as a precursor firearm parts vendor or as a CA FFL dealer.
                              ^Also applies to any other company or person that makes "80% receiver/frame" in CA.

                              It also means that any "80% receiver/frame" can not be imported/transferred in CA, unless it is done through a CA DOJ precursor firearm parts vendor or CA FFL dealer.

                              The DROS for a precursor firearms part will submit to CA DOJ the following:
                              1. The date of the transfer.
                              2. The buyer's info (name, address, phone number, State DL/ID, DOB).
                              3. The brand, type, and amount of precusor parts being acquired.
                              4. The vendor's info.

                              All that info would then be databased for use as metadata.
                              ^Which could be used by CA DOJ BOF to cross reference USNA submissions post 07-01-2022 and determine if the person submitting the USNA illegally acquired the firearm precursor part that they intend to utilize to self-make a firearm.

                              Submission of the DROS will also initiate the background check for the "80% receiver/frame".
                              ^This should be similar to how the ammo checks are currently done. Won't know for sure, until the CA DOJ regulations are released.

                              Note that the DROS for a precursor firearm part does not authorize the person acquiring the part to legally self-make a firearm in CA.
                              That person would still need to submit a USNA to CA DOJ BOF in order to legally be able to self-make a CA legal firearm in CA.

                              In short, the DROS for a precursor firearm part only allows a person to legally obtain an "80% receiver/frame" in CA.
                              ^It does not allow the "80% receiver/frame" to be utilized to make a firearm, it only allows possession of the "80% receiver/frame".

                                sheesh what a crock of sh1t....they are going so far that its not even their intended mission of simply ensuring prohibited people who cannot pass BGC can obtain, now its even legal gun owners cannot even obtain a substitute lower...

                                I was watching glock videos and really want an upgrade over my gen3 frames, short of sending it in to get the trigger gaurd area shaved down to allow the hand indentations...
