If someone moved to CA in 1998 and had a 22 Rifle and a 12 ga SG that they had owned for over 30 years before coming to CA and have never been registered, what would they need to do today in order to buy ammo for said guns?

They must have a firearm registered or go to buy ammo fill out docs and wait 10 days to get the ammo. They can go to cfars and volreg a firearm and not have the 10 day wait. -
Nothing. You can buy ammo for whatever reason.
However, I've heard that some people get denied when buying ammo (even without a criminal history) if their name is not in the system yet. In that case, I've heard that they should make a firearm purchase to get in the system.Comment

You can buy ammo for ANY gun, you are not limited to buying ammo for specific guns. And you do not have to even own a gun to buy ammo.
So if that friend had ever bought any hand gun in CA, or any long gun after 2014, they can buy as much of any ammo they want with a $1 AFS background check
If that friend has never bought a gun in CA, they should go buy a cheap gun, or they can voluntarily register one of their guns. I would only register ONE of the guns, there is no reason to register both.
Otherwise they will have to do the full background check which costs $19 and can take up to 30 days.

No problem. You can go to the CFARS website and use the California Reporting Information System (CRIS) link on the top left to report one of them with your current info, then you will be in the system and will pass the background check for ammo.
To buy ammo you need a Real ID or passport.

If you do not have a firearm listed in your AFS record/CFARS, you can still buy ammo by doing the $19 background check good for a single purchase. The wait time for approval/denial varies.
A mentioned, it's best to VolReg the weapons already in your possession and then wait for the weapons to be listed in your AFS record.
Or, go buy a gun, DROS it, wait ten days, and if you're approved go ahead and buy ammo at the same time you pick up the weapon. Subsequent ammo purchases will be subject to the instant BG check, and costs 1$.

I would only register the one I'd be willing to give to the state when Biden's or Newsom's goon squad comes for the guns they know you have. Only the owner can decide based on any sentimental attachment to one or the other, etc.Comment
