    FFL03 book requirements

    If a person has an FFL03 and only uses it to purchase ammo, does he have to physically own a bound book? There would be nothing to record.

    Could the ATF demand to see the blank book?

    ... sounds like common sense. But, nothing in this state makes sense.

    03 is Federal not state.

    ATF can request an audit to any 03 holder at their office.

    If they do audit you, just bring a blank page or book.

      The issue is. you don't "use" your 03 FFL.. You ARE a licensed collector of curio and relic firearms...

      So if you "acquire" (buy are gifted, inherit find what ever) a C&R firearm WHILE you are licensed you are required by federal law to enter it in your bound book. The same applies if you "dispose of" (sell, give away Etc.) A C&R firearm.

      The above also applies if you have a C&R firearm stolen while you are licensed.

      Many old guns are C&R's. Any gun over 50 years old is a C&R. Other newer guns which are specifically listed in the BATFE's register of "C&R" guns are also C&R's.

      Are you sure you won't be buying any C&R guns in the future?
