I've got a LMT lower with a LMT 2 step/Geissele 3G trigger, and with the hammer down, I can't move it from 'fire' to 'safe'. With the hammer back, the safety works just fine,my hk mr556a1 works fine buy not in LMT lower,anyone know why?is a problem in lower or in trigger part?

Also may want to read your Hk manual again, which would have told you:
Selector/Safety Lever – Allows the operator to select the mode of fire and place the firearm on safe. The selector lever is manually activated and unlike competing AR systems, can be switched to safe even if the hammer is not cocked.Comment

I can’t seem to engage the safety on my AK with the bolt back either.
In fairness, to OP, I’m trying to think of which other rifles I can’t engage the safety without the hammer back and I can’t think of one.
