I've sold semi auto long guns out of state and all I did was lawfully ship them to the buyers FFL.

Yes. If the defining characteristics establishing a firearm as a category 3 assault weapon are removed, it is no longer an assault weapon and the registration may be canceled. However, once the registration is canceled, you can never replace the characteristic(s) that make it an assault weapon, or you will be in possession of an illegal weapon. To cancel an assault weapon registration, contact DOJ at (916) 227-2153. Once the registration has been canceled, the firearm can be sold or transferred like any other firearm (non-assault weapon)."

Yes you can. Mine took 2 years to get it done but they were dragging their feet so it wouldn't fall under the new AW registration for a new owner. Kamelto Harris was the barrier so you shouldn't have that issue now.

I feel bad for you poor saps that bought into the registry. Especially those who purchased prior to 2014. I don't like neutered firearms anymore than the next guy. No way in HE DOUBLE HOCKEY STICKS was going to ad my name to the AW registry.

do I just simply write a letter to DOJ stating "the gun is no longer in CA please de-register it"?
          No.
You will need to drive it out of state yourself or use a licensed AW permittee to ship it out of state.

          Then submit this form:

Barrel, sight and trigger work on most pistols and shotguns.
          Most work performed while-you-wait.

            Report it stolen.

            Better off keeping it.

Holy crap don’t do anything illegal!?!?!
Dude is it an AR? Just take it apart and sell them the parts kit minus the lower!
Let them deal with whatever legal path they decide with the lower in their state, but don’t put them on any CA controlled lists!

Then either keep the lower and rebuild it exactly the same later, or file the destroyed paperwork AFTER you legit cut up the lower.
Or sell it (can you?) in CA, even lowers are priceless right now.

                You can't.
                Until it's deregistered.

Ok fine de register any time he wants.
But all he has to de reg is the lower, my original point still stands that he can sell everything else right now, to anyone, anywhere.

You can submit a Notice of No Longer in Possession (BOF 4546) to CA DOJ BOF.

For the reason of "transferred to person/dealer in another state", you will need the out-of-state FFL dealer's info (name, FFL#, address, phone #) and the buyer's info (name, address, phone #) and a copy of the bill of sale/sales receipt.

If you do not have all that required info, then it will not be processed (gets stuck in "pending") until you provide all the info.
Once processed, CA DOJ BOF will mail you a confirmation letter.
