Mineral spirits and paint thinner (the real oil-based stuff, not the low-VOC water-based stuff) are both easily available in California.
At paint stores, not at big box stores or corner hardware stores.

Maybe when you cross the Ventura county line, but not in SCAQMD jurisdiction.

Expensive but you can reuse it over and over. A shooting buddy of mine turned me on to it. The guns I thought were clean really weren't.

The stuff melts off cosmo easy peasy with very little scrubbing. Cleans up ALL cosmo.

You can't get Xylene or Benzene in Southern CA anymore.

I don't live in SoCal. Not everybody here does either.

I've used pretty much every thing mentioned in this thread at one time or another with good results. This mix would work for the type of guys that ask the questions on cosmo removal. The spray on stuff is the easiest to use with minimum work. Pricey tho.

If, you do that OP, just be careful if you, or anyone in the house goes to shower, do dishes, etc. Your hot water will likely be a lot hotter than what you're accustomed to.

What does everyone do with the gas after the cleaning?

If you leave the container open, it will evaporate, leaving just the cosmoline sludge that you can wipe out of the container and throw away in the trash.

Because, I do know how to adjust the temperature of a water heater, I did this once. Then, while I was waiting for the water heater to get the contents of the tank hot enough to perform the task at hand, the woman I was then living with, decided to take shower.

She scalded herself stepping into the shower. Hooo boy! That, could've gone. . . better.

She should have felt the water with her hand first, just like... looking to make sure the toilet seat is down first
