You have to meet all the qualifications to buy a gun in whichever state you want to buy the silencer, it's considered a weapon. Residency, ID, etc. IIRC you have to fill out a 4473. Make sure the other state allows them.

I think the 4473 happens when you pick up, so you won't necessarily need to be a "resident" until pick up time. Don't try to pick it up with a CA license. You should put your other address on the forms. You need to choose a dealer to hold the can during the ATF wait, so pick one near the other home.

Suppressor is a firearm but not a weapon in atf definitions.

The form 4 is a more intrusive 4473.

The way I understand it is the ATF will not approve a Form 4 if the item transferred is illegal in your state of residency. So from the time of your application (which is usually when you purchase the silencer,) you must already have a legal residency in a free state.

If you are not planning to leave CA, you can rent a silencer at a range just past the border. For example, Reno Guns and Range rents out silencers. Not sure if they'd rent one to be run on your gun, though. You may not have the correct muzzle device, gas setting, guaranteed barrel concentricity, etc.

A novel way is what adiouphil is doing for those planning to eventually leave the state. (Hope he doesn't mind me discussing it here, but I think he has posted about it.) You buy one from him, he keeps it in his dealer inventory untransferred to your name until you move out of CA. You then make conjugal visits and shoot it at his range. Pretty slick, huh?

Not sure of all the legalities but, you don't have to show a DL and don't fill out a 4473 when you submit a form 1 and build it yourself... But I am not sure you can do that so, I would suggest contacting NFA.
A gun is like a parachute. If you need one, and don't have one, you may never need one again.

That's gotta be better than renting one at a range. Unless everyone else has silencers you have to keep earpro on.

Purchasing and owning a suppressor for your firearm is not as complicated as you may think. Here's what you need to do.

I am an authorized user on dozens of trusts. it makes it easier when clients want to go on vacation or get deployed. some even move back to CA.

those that do not want me on their trust can drop off thier firearms in a locked case. I inspect the contents for legality and then the owner locks it up and takes the key. I have access to a loyds of london type insured safe with vibration detectors that can trigger from a fly and a 6 ton door. rated higher than the average bank vault and oyu can buy insurance up to 8 figures.

you can buy anything you want and i can store it here or in my offsite vault. you just cannot transfer anything (form4/4473) until you have a free state ID. dual residency is allowed.

i even ship firearms to owner outside AZ. you want to go shoot at knob creek or red oktober? just provide a hotel or ups drop box and i can ship it there. you then sennd it back to me for storage. I've even flown guns out to people and personally handed them off. then flew back to retrive them. If oyu want to spend 4 figures for that service I can accomodate.

                    Rednecks prefer truck oil filters.

Center of town? Don't you have to be at least 1/4 mile away from any occupied buildings?

Responsible persons, e.g. anyone that can use the can, have to provide pic and prints for background check.

shhhh, silencers are quiet. my 22 bullet trap in my garage with a cabelas catalog makes less noise than a tv.

The trust must have at least one Responsible Person who submits the mandatory Responsible Person Questionnaire and prints and photos to the NFA branch along with the Form 1.

Also, the Trust cannot let anyone but a Responsible Person use it. The opaque "Trust owns it" is a thing of the past. It takes longer to background check, because the Trust has to be researched and every Responsible Person has to be background checked. Unless there are unusual circumstances there's no reason for a trust.
