What is R3 Camp Pendleton?

I can't find any info on this organization. Is R3 a gun range on Camp Pendleton? Is it true there is hunting on Camp Pendleton open to civillians?

In the pre-9/11 era, civilians could enter a drawing to gain hunting access to the base. There is great small game hunting on Pendleton, but I have checked with them about every two years and the rules now are only active duty members and their families can hunt the base. Hope it changes, but I do understand their reluctance to have armed folks on the base that they don't really know.

Formerly, if you were drawn for a spot you had to take a hunter safety test and go to the Provost Marshal's office to register each and every gun you wished to use on base that year.
