Why would you do that, buy something to not use it?
Not sure about constructive posession, but I think you can buy any upper you want.
      NFA rules apply.

It's just a bad idea if you also own a compatible rifle, but dont own a compatible pistol.

It's one of those, you MAY beat the wrap, but wont beat the ride.

If you want something cool to look at, buy an airsoft sbr.

Now this is just an idea, I'm not sure of the legality, but if you plugged and welded the barrel as to not be able to accept a round, you may be good to go. Putting it on a rifle lower?

            Under Federal laws/regulations...
unattached AR short barrel upper by itself = legal.
unattached AR short barrel upper with an AR rifle = illegal SBR.
unattached AR short barrel upper with an AR pistol = legal.
unattached AR short barrel upper with an AR pistol and AR rifle = legal.

Under CA laws/regulations, same as Feds, with the addition of....
owning or having control over an unattached AR short barrel upper and owning or having control over an AR rifle only = illegal SBR.
^This means having an unattached AR short barrel upper in another room or locked container and having only AR rifles in a seperate room or locked container still equates to possessing an illegal SBR.
