    AR pistol help please

    Why can't you purchase and DROS a "pistol" marked lower w/o having it fully assembled into a working firearm? any info would be appreciated.

    Firearms DROS'd as "handguns" need to be on the CA DOJ approved list or be exempt from the list.

    A stripped AR lower is not on the approved list, hence the reason why it needs to be made into a single-shot pistol prior to being DROS'd.

          Yes, a LEO can get a stripped AR pistol lower DROS'd as a "handgun".

          After a LEO gets a stripped AR pistol lower DROS'd as a "handgun", that LEO can then PPT it to another person as a "handgun".

          A person could also get a stripped AR pistol lower DROS'd as a "handgun", if that person's out-of-state grandparent/parent gifts (intra-familial transfer) it to that person. The stripped AR pistol lower would get shipped to a CA FFL dealer, who would use the intra-familial transfer exemption to be able to DROS it as a "handgun".

          An out-of-state person moving to CA to become a CA resident, can bring a stripped AR pistol lower with them during their move. After establishing CA residency, that person can then PPT it as a "handgun" to another person.

                Yes. A LEO can DROS either a complete or stripped pistol lower because they are exempt from the CA DOJ Handgun Roster.
