      No, you cannot.

      Here you go:
      Effective January 1, 2000, Senate Bill 23, Statutes of 1999, established new criteria for defining assault weapons based on generic characteristics. This bill allowed and required persons who owned/possessed firearms that fall under the new "assault weapon" definition to register those firearms with the Department of Justice during the one-year period between January 1, 2000 and December 31, 2000. Effective January 1, 2000, this bill added Penal Code Section 12276.1 to the Penal Code as follows.

            Thanks you guys for telling me that before I do purchase,any recommend for looks like 30rd but only can load 10rd magazines?

                  I purchased a gun that came with 2 Magazines that were blocked by the previous owner. If there is a time in the future that we are allowed standard magazines, am I allowed to "unblock" them and use them to their full OEM capacity?

                      If your 10 round mags can be unblocked and able to be a LCM without destroying the mag, then they are currently illegal.

                      Blocked mags must be permanently blocked.

                          Obviously for OP, if you just want 10rd magazines that have the physical length of 30s for visual and handling similarity then a product sold with shorter internal springs and blocked portion is the safest bet as it cannot be readily converted and avoids this whole interpretation issue. A magazine does not need to be permanently sealed up if disassembly and removing a block does not result in a larger capacity functioning magazine.

                          Magpul and Hexmag both make them that way and others.

                          Full-size 30-round-profile AR-15 magazine, limited to a 10-round maximum capacity.
