Sorry.. it’s probably buried somewhere, and I will continue to dig... but I’m throwing it out there anyway. My father, who lives in AZ, wants to give me a .22 ar 15 platform style rifle built from 80% lower, with a .22 upper. It doesn’t have a serial number. Is there a way for me to obtain this gun legally as a CA resident?

In accordance with Federal laws/regulations and State (AZ & CA) laws/regulations...

You need to be 21 years of age or older, have a valid CA DL/ID, and have a valid FSC or exemption to the FSC.

He needs to mark/engrave the self-made firearm with his info in accordance to BATFE specifications.

Markings must be to a minimum depth of .003 inch and in a print size no smaller than 1/16 inch.
Markings must use Roman letters (A, B, C, etc.) and Arabic numerals (1, 2, 3, etc).

Markings must include:
1) His First & Last Name.
2) The City & State where he made the firearm.
3) What he names the firearm. (model designation)
4) The caliber the firearm is chambered in.
5) A serial number. (can not be a word, must contain numbers)

While this is being done, you need to find a CA FFL dealer that knows about and wiling to facilitate an out-of-state intra-familial gift transfer.

After the firearm is marked/engraved and you find a CA FFL dealer, he then ships the firearm with a gift letter (letter establishing your relationship and that the firearm is a gift) and a copy of his valid State DL/ID to that CA FFL dealer.
^The firearm can not include any large capacity magazines.

That CA FFL dealer will then transfer (4473/DROS/10 day wait) the firearm to you.

When you say ".22 upper", is that a .22LR? Rimfires get a little slack, if its a .223 centerfire, whole different deal.

2) is there a mail in service that does the engraving, and I’m assuming only the lower needs to be sent in?
3) he’s got different calibers and lengths for uppers, any recommendations on how to keep this process simple? And legal for CA!

Probably easier and cheaper to just go buy a $40 lower here the next time someone has them on sale and have your dad ship you all the parts.

1) Yes.

2) No. Federal laws prohibits mailing a firearm (receiver) to a non-FFL.
If someone other than himself is engraving the firearm, he needs to be physically present while it's being worked (engraved) on.

3) Minimum barrel length needs to be 16" and it can not be chambered in .50BMG.

Or just go to Turners and buy a whole new S&W .22 AR that comes with a red dot scope mounted on, all for $399!! And, I like most hate Turners, but I mentioned it just to give you a reference for Comparison.

It is really not worth the hassles to make a home built .22 AR Calif/transfer ready, pay shipping and FFL charges to receive it ($50 to $150) unless if there is some sentimental reason.

You can get a finished lower on sale if you look around for 40 to 60 bucks. At least you could before this virus stuff happened. I think that is what he was referring to.
