Their mistake - they could offer to GIVE you one, so they can 'complete paperwork', but the law restricts an FFL from delivering a firearm without one, not a buyer from accepting a firearm without one.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good! -
I agree Im pretty sure its 100% the responsibilty of the FFL to have you buy a CA approved lock or give you oneComment

On the flip side, could their FFL be at risk if you don't help them out by going back to at least get them to give you one? I would ask them to give you one free, so at least they fulfill their legal obligations.
