    Without a building permit and inspectors any notice to the authorities will result in them forcing you to tear it all down. LA county is a legal trap for anything built without approval.

      I wonder if you could buy one of those fallout shelter/prepper type of things that's meant to be buried and make yourself an action range. You couldn't get much distance, maybe 10 or 15 yards, but you just make the targets smaller.

        Look up square or rectangular concrete culverts. These are designed to be buried, and would probably be better for what you're looking for.

          2 years later we bought 5 acres with an outdoor range at back of property. Grading the range this weekend a putting new berm in.

            This is just me but if I had the rural land to do it I'd start with that sandbag shelter, with some type of roof that can also support sandbags and then every weekend expand its length by 10 ft.
            It wouldn't be below ground necessarily but it would be relatively cheap ( just sandbags and dirt ) and you could take your time making it as long as you wanted it.

            If your neighbor asks what you're doing you can just say you're reenacting Apocalypse Now and wait till he sees the tiger.

                This has been done. I saw it online within the last couple of years. It was very fancy. Many have used the containers for underground residences/storage, etc. Use Duck Duck to search.
                IMHO ya ain't gonna collapse the roof.

                  If by "reasonable" you really mean "affordable." I don't think "underground range" and "reasonable/affordable" go together. Anything underground is likely going to be very expensive...likely to the point that you'll start wondering what else you could do with that money...like an AMAZING outdoor range...or a bigger piece of land in a different location more conducive to shooting outside...etc. But do keep us posted if you figure out an affordable way to do this.

                    In some states, it takes a good 80 acres to have a legal outdoor range where there are neighbors. It takes a lot of money to buy 80 acres in most places that are anywhere near a population center.

                          And something you can't do on an above ground range, active noise cancelling. Since you are looking at noise coming out of a pipe active noise cancelling is a real possibility. With a big enough set of speakers you could hit the noise with an inverted wave and cancel it out.

                          A 100 yard indoor range that didn't require ear protection would be an interesting thing.

                            There are custom built private pistol ranges in specialized containers that one can drop off in the back yard or sit it in the garage. Not cheap and short distances, but takes care of all the concerns a range has in a urban area.
