Most laws are created telling us what we can't do or can't have. Finding a law that tells you what you can do is extremely rare. There are probably 100s of thousands blocked mags that have been in use in CA for a couple decades now. I've never heard anyone question if they were legal or not.

The general thought on what is "permanent" since we have zero guidance from the state is either a rivet to prevent more than 10 rounds, or epoxy on the floor plate that prevents the mag from being disassembled after some type of block is put in place.
