Just ran into this on a PPT on a semi-auto pistol, according to the shop we were at, you have to have a magazine to demonstrate safe handling.
According to them, there is no way around this and it had to be present at the time of starting the paperwork. You couldn't bring one at pickup only.

Legal yes, however some shops policy is to require one for safe handling demonstration.

It's all over the place. I my experience, all shops I've ppt'd at required a magazine. Reed's required an OE magazine. That was weird and dude was a dick. Whatever you do, don't PPT at Reed's
History doesn't repeat itself but it rhymes

Had this as well once on a PPT for safe handling. I bought a Glock mag there as no way around it at the time.
