    80% Lowers

    I was putting away the Christmas decorations and found an 80% lower I purchased and forgot I even owned. It was still in the shopping bag with the receipt haha. Seeing as 80% builds are done with in CA, am I stuck with a paperweight? If so, can I just give it to someone out of state?

    Currently...

    It is still CA legal to use an "80% receiver" to make a firearm.

    However, prior to starting to work on it, you must apply for CA DOJ marking info. This process will register the firearm to the maker.

    Within 10 days of receiving the CA DOJ marking info, you must engrave/mark the finished receiver and provide proof to CA DOJ.
    ~If the receiver is non-metal, then the CA DOJ issued serial number must be engraved on 3.7oz of 17-4 PH stainless steel that embedded in the receiver in such a manner that removal will significantly damage or destroy the receiver.

    Within 30 days of receiving the the CA DOJ marking info, you can change the configuration of the firearm but you must update the firearm's final configuration to CA DOJ.

    The self-made firearm needs to comply with CA generally prohibited weapons laws, CA assault weapons laws, and CA unsafe handgun laws.


    It is still CA legal to import, make, transfer, and possess "80% receivers".
    ^CA laws will change on 07-01-2024 and the above will no longer be valid.

                Now that prices on stripped lowers have come down and are readily available, why not hang on to it? Not even worth the hassle of trying to sell it.
