    are you NOT allwed to buy COMPLETE LOWER RECEIVERS, correct? How about COMPLETED UPPER RECEIVERS?

    AFAIK you can buy any complete upper receiver (except those with features prohibited by the 50cal Ban)

    Lower receivers, I don't think completeness matters. More of an issue of whether the lowers are banned by make, model (e.g. listed) for being Assault Weapons

      so say i bought a complete STAG upper and bought a complete lower receiver, i could just put ithe upper and lower together with a fixed mag pin and i'm ready to go?

        Yes. The lower is the only controlled part (since it has the serial number.) All other items (complete uppers included) can be shipped to your door.

        Complete lowers are just as legal to sell as stripped ones, as long as it has a magazine lock or no pistol grip or collapsing stock.

            The lower, complete or not, is the "firearm." As long as no evil features are attached to it (PG, telestock, thumbhole stock, upper with foreward vertical grip or flash hider), and it's not on the list, it's legal, complete or not. Or, if you fix the mag into the lower, you can have evil features attached.

            Complete lowers (complete rifles, even) are sold daily, even in the PRK.

              Complete lowers are not legal to buy.

              Note that "complete" referrs to one with all the internals and a pistol grip and/or stock.

              Buy a stripped lower, and buy the part and put it together yourself, or buy one without a pistol grip or collapsable stock attached.
