    Why hasn't this happened in California?

    The majority of California counties have pro-2A Sheriff's that issue CCWs.

      IDK what VA counties are but in LA county they hate gun owners. Only gang members get to conceal carry. And if your an illegal immigrant gang member then you get bonus points
