Got my FFL03/COE last year partially to avoid the ammo laws and to collect cool rifles. Was able to get a 1911 from the CMP, so I had it shipped to the FFL for transfer. There I presented both documents, as well as my CCW just in case, and filled out the DROS as waiting period exempt. The completed DROS said pending, but it had the pickup time as the time it was submitted, so no waiting period. It also let the FFL delivery the firearm. Yay!
The FFL was unsure what to do, since the DROS still said pending, so he called DOJ. They apparently said that it's fine, but then he asked them if the background check could potentially come back denied. DOJ said that there was a small chance that it would, and that it might take up to 10 days to show approved. The FFL then got very cagey, and informed me that he couldn't release the gun since it might be denied. Then he would have to call the police and have them retrieve the gun. He reiterated the police bit several times.
Long story short, I was able to bring my beautiful 1911 home. Is this normal behavior for an FFL? This was my first time doing C&R transaction, so maybe it was standard procedure.
