The part by itself is CA legal.

When combined with airsoft it is CA legal.

When combined with a semi-auto pistol that does not have a fixed magazine, it makes an illegal assault weapon. [PC 30515(a)(4)(B)]

When combined with a semi-auto pistol that has a fixed magazine, it can be CA legal as long as the new configuration does not meet the CA definition of a SBR.

So wait- if i put my glock 23 (with a regular magazine that functions like a normal handgun) of which it is not a fixed magazine- as its a handgun with a magazine that you can release, it then becomes a AW and thus illegal?

Yes, doing that makes an assault weapon [PC 30515(a)(4)(B)], which is illegal in CA [PC 30600(a)].

In order for it to be CA legal, the semi-auto pistol needs to have a fixed 10 or less round magazine that can not be removed without disassembling the fireamr's action or that is permanently installed in the firearm's magazine well.

Perfectly legal Federally in states without more restrictive regulation. A no go in CA as Quiet noted.

But I did find this (and looked at the actual letter from ATF but could not copy to paste)

                This is on SIGS website.

ATF Clarifies Ruling on Pistol Stabilizing Braces
It being classified as an assault weapon has nothing to do with it having an arm stablizing brace or not.

The kit causes the semi-auto pistol to have a "second handgrip".
A "second handgrip" is any surface or grip, that is not the pistol's grip, that can be utilized by the non-trigger hand to help stablize the handgun.

A semi-auto pistol that does not have a fixed magazine and has a second handgrip is an assault weapon. [PC 30515(a)(4)(B)]

In addition, it can be argued that the kit also causes the semi-auto pistol to have a "shroud". (YMMV, up to the 58 DA's Offices to decide.)
Which is another restricted feature on a semi-auto pistol without a fixed magazine. [PC 30515(a)(4)(C)]

Which is why in order to be CA legal, the semi-auto pistol must have a fixed magazine when the kit is installed.

You need to be a lot more careful as a gun owner in CA, especially when using envelope-pushing products. You may want to assess the rest of your collection and make sure you are compliant.
