    How to avoid FFL addings fees to some ammo purchases.

    For popular calibers, 9mm, .223, etc. your LGS is probably the best way to buy ammo.

    For less available calibers, 9mm Makarov, Tokaroev, 45 GAP, etc. there is a good price website that has 'elite' FFL's they work with, and other FFL's (not elite) that they work with TargetSportsUSA.

    www.TargetSportsUSA.com.

    FFL's on their work with list have agreed to accept all orders made on at that website.
    Also true for their elite list FFL's but also they have agreed to not add on any fees of their own. Only fees set by Calif. law.

    A local FFL (home based) wants $10 for anything under $250, 5% for anything over $250, is this smart or fair ?

      Get your 03FFL and COE, then Target Sports will ship directly to you.

          the FFL will still charge sales tax upon pickup even if they are the "elite" FFL's under targetsports.

          since that is CA law now for all internet based orders. targetsports won't collect it, but the CA FFL will since the BoE has mandated that they do or else the FFL will pay out of their own pocket the sales tax on your order.

          this is why 03ffl and coe is the best way to order ammo now

          you get to dodge CA Sales tax, and you can still order ammo to your front door. of course it will take a few orders to break even the "savings" due to the cost of the 03FFL + COE but if you order a lot of ammo, that will easily be done.

            The part regarding avoiding sales tax if purchasing online is incorrect.
            Last year SCOTUS ruled that state sales tax can be collected even if the retailer does not have a physical presence in the state, any state. Google South Dakota v. Wayfair. Then this year a FTB ruling made things a bit more complicated. California has thresholds for when a retailer must charge sales tax. So sites like Target and Brownells collect sales tax for not just California but other states where previously they did not.
