    Their argument as I understand it (this is not my argument) is that someone might own something like a 686 for home defense of have a 10/22 for plinking but want to acquire an evil black hyper-death mega-gun to do a mass shooting with, and that the 10 day wait would somehow theoretically let them "cool off".

    It's dumb as hell, but they've never really claimed the 10 days is about having time to do more in depth background checks.

      The background check for a firearm is not the same as the one for ammo purchases. The latter only looks to see if you own a gun and whether or not you have been reported to APPS. The first part is to prevent "straw purchases" (I guess, though since you can by anything irrespective of what you own, pointless), and the second simply checks for reported convictions in California and restraining orders. The former is (theoretically) more intensive.

        I picked up a pistol from the 10 day jail today, and my tabletop FFL started o do his first ever ammo purchase check. It was tuly bizarre. The information requested included not just the caliber, quantity and manufacturer, but the bullet weight, muzzle energy and muzzle velocity, as well as (the ffl's?) inventory number and the intended use of the ammo. A lot of the performance data isn't printed on the box it came in. What a waste of time!

                Unfortunately I doubt that PC30312 allows anyone other than LE to order and have delivered to their home....Why Not? Silly california liberals

                    It seems that ammo purchases rely on a previous background check (including Fed review) tied to a firearm purchase, because the feds told DOJ to pound sand and denied the request to use the federal National Instant Criminal Background Check System (NICS) — used Nationally for firearms activities — for ammo checks. Of course, that firearm check could have been done 20 years ago, but it’s still good, yes?

                    It appears to rely on the established baseline of a previous investigation.

                    It’s a straight-forward bump of ID data submitted against ID data in the APPS. What could go wrong with trying to exactly match data in two DOJ data systems?

                      Just wanted to share on the stupidity of this current Ammo issue. Spent the weekend with LAPD friends. Anyways I asked how is this affecting them and they said as a group that around 60% of their colleagues in their division has not been able to buy ammo because they failed background check and they don’t know the reason . Some are buying it from each other now who stockpiled or other sources. I jokingly said good thing I bought a lot and their sgt was serious that they’ll buy it if I wanted to sell.

                                By the way, I'm sort of shocked that the DOJ went rogue in terms of their views on the exceptions. Regardless, many retailers armed with legal teams appear to be ignoring them now.
