I'm looking into getting a VEPR 12, I had a Siaga 12 years ago that I sold and I'm looking to get something similar to it. I've been looking into the compliance devices and all I can find is a gas port plug that makes the gun into a bolt action, which I'm ok with , while in Ca. I was looking at Atlantic Arms and noticed that they install the plug to ship to Ca, so I'm now wondering wouldn't that trigger 922r and require a certain number or parts (6?) be USA made?

No, because disabling the auto-loading feature would not make it an illegal firearm to import.

922r is Federal. The firearm has to be in compliance before it can even be sold in the U.S. let alone CA. Adding a U.S. made plug makes it more 922r compliant so your thinking is backwards.

Fed 922r compliance is legally done, before Atlantic Firearms can sell it in that non-"sporting purpose" configuration.
So, you the buyer, do not have to worry about Fed 922r compliance.

Fed 922r compliance factors in when you want to change an imported shotgun from it's "sporting purpose" configuration to a non-"sporting purpose" configuration.
Typically, after importation, the importer will perform the Fed 922r parts compliance when they change the imported firearm from it's "sporting purpose" configuration to a non-"sporting purpose" configuration. They then can legally offer it in the non-"sporting purpose" configuration to vendors, which then advertise/sell it.
So, if the imported firearm is being sold in a non-"sporting purpose" configuration, then legally the importer/seller has complied with the Fed 922r parts compliance. But, if the imported firearm is sold in a "sporting purpose" configuration, then you the buyer would need to comply with the Fed 922r parts compliance if you change it to a non-"sporting purpose" configration.

Love my Vepr 12 but with the configuration now on the market being a single shot and having to rack the charging handle after each shot with the new gas puc it kinda makes it less appealing in Cali. Got mine when they first hit the market and the biggest gripe was mainly the price for the mags and availability. The 8-10 round mags were like 100-125$ apiece for factory mags. The sgm mags are good for the range but wouldn’t trust my life with them.
