I would think things have changed since the 1st.. there is no update on that thread.

I think the only change is the background check and recording of transaction details. Everything else is the same.

pohorsky is correct.
The only change (which went into effect on 0-01-19) is CA licensed ammunition vendors must conduct an ammo DROS/background check for all transfers of ownership of ammunition that they process.
