Quick Questions - CA legal mods out-of-state

What's the place that does out-of-state CA mods?

The title isn't very representative of what I'm looking for.

Can't find the name and contact info of the place (I think in Arizona) where you can have firearms that are purchased out of state shipped and "CA legalized" before being shipped to you. IIRC, someone said that they're willing to perform several mods for a fee.
