Does 80 percent lowers milled out need serial numbers and how do I put them on.

Yes, and you must apply (and pay a fee) to CA DOJ for permission and wait for approval before starting to mill. They will issue the serial number you must use. It could be done with laser or mechanical engraver, acid etch etc.

It's less expensive to DROS a 100% lower than to get a state serial number issued, buy an 80% reciever, complete it yourself, get it engraved and then get it finished to an equal level of quality than a 100% reciever.

Give Shoot-it a break. He is a hunter and not much of a AR paper target shooter fan-boy like many of you. If you knew him some of you would be jealous of just how much he gets to hunt and the amount of land he gets to hunt on. He even has his own target range while you are stuck on some range many of you pay to shoot at and can be crowded.
I also post but pay little attention to the AR stuff since it was becoming a cluster-F*** and so I got rid of mine. I am also more of a hunter/reloader but spend quite a bit of time at the range load testing, RSO, teaching CCW classes and such. That would be with what "I personally" hunt with which does not include any AR/AK and such. I have no use for them but do not bad mouth those that do. Trap shooters are another story.

I am an AR guy, but I don't believe I have ever brought one on a hunting trip.
They are usually too heavy compared to my preferred bolt rifles.
I also can't get enough squirrels to stay visible for me to need quick additional shots on multiple targets.
My reality with squirrels has been that you get 1 shot per shooter and then the area is foiled for a few minutes.
We sometimes setup in a fixed spot with about a 90 degree view of 200yds of range or so and then my buddy and I will glass and call out targets as they appear.
Other times, we have walked up and down a series of ~20ft tall rolling washes and you get a new set of targets across the wash when you crawl to the top of each rise.
