I have a friend that brought over a handgun from texas. Never registered. Can i purchase the gun from him through an FFL? Eventhough that gun has never been registered

He must have ca id or pcs orders for off roster transaction. Or handgun must be on roster for non resident sale. Post that info for proper answer.

Then at a minimum (assuming not AW like Draco without fixed magazine) he can transfer it to you at an FFL.

Note that your friend might be beyond his deadline to register or sell the handgun depending on how long he has been a resident of California, but that would not hold up the sale.

He has been here for over 10 years. Would that affect him in any way if he sells it to me?

Or what do you mean by he might have missed the deadline to register or sell it?

No effect on him selling it now.

When the firearm is transferred through a CA FFL dealer, he will be registered as the previous owner of it.

If CA DOJ finds out before he sells it, then he can be charged with a misdemeanor for failing to report the firearm when he first moved to CA.
