      Yes, despite what Optics Planet says, flash hiders and uppers with flash hiders are not regulated here in California. You can freely buy/trade/sell them.

          Legal, assuming that it is the lower that is serialized, if it is the upper that is serialized then it has to go through an FFL (for example FAL).
