No, federal law does not exempt. In fact IIRC, there is no federal law regarding CCW reciprocity at all. The feds have nothing to do with it, that is all covered by state laws. There have been attempts to get federal reciprocity laws, they have all died.Under what law is this 1,000ft rule applicable to permit holders? Federal law exempts those licensed by the state to carry and reciprocity with other states is licensing a person (otherwise none of the state's permit exemptions would apply to those carrying under reciprocity)
BATF letter here that says your out of state CCW does not exempt:
The Federal Gun Free School Zone Act has no provision to recognize state CCW reciprocity. A CCW is only good for GFSZ exemption if it is issued by the state the school zone is in. Not if it is issued by another state. When you visit other states that recognize your permit, your CCW is no good in their school zones. That means private, public, parochial schools, etc, 1,000 feet in all directions from their property boundary. Good luck knowing where all those are. Well that is totally lame. If the state considers you licensed for the purpose of their concealed weapons laws via an out of state permit, then why are you not then licensed by the state for the federal GFSZ requirement?
I get it for Constitutional Carry places but no (maybe a few?) state statutes have specific commentary on application of law for reciprocity that differs from resident permits. To me it would appear that the state accepts you as a licensed person. Otherwise what is the point of reciprocity and that states laws on concealed weapons would not apply to out of state permits.Comment

I was up there for B2V also, I run the follow vehicle on the last 5 legs to the finish line, I just got my Az ccw before we went. Nice to be able to carry now in CA (have that too) and now in NV and AZ among others."People sleep peacefully in their beds at night only because rough men stand ready to do violence on their behalf."Comment
