I've seen some footage of LEs loading or clearing their pistols while pointed into a 55 gal drum that's half full of sand. I'd guess this would be able to replace that sort of setup but with less of a footprint.

It's a weapons clearing station. Most police stations will have one of these inside the station, along with a policy that patrol rifles/shotguns must be loaded/unloaded with the muzzle pointing here at the beginning/end of the shift. They help avoid unwanted wall and ceiling ventilation holes.
