    AR Stripped Lower PPT question

    Hi all,
I purchased a stripped lower from Turner's back in 2017. I still have the stripped lower (never assembled) and am looking to sell it via PPT. My question is, does the new owner have to register it as an assault rifle? Or can it just be built into a CA compliant rifle?

I'm pretty sure it can be built as CA compliant without any issues but just want to make sure..

    Thanks!

Assault weapon is a designation dependent on what features the weapon has. A stripped lower has none of those features, so you are correct.

And no assault weapon build would be legal. The deadlines to build and register the various phases of assault weapons are all long since passed. Has to be built fixed mag (not bullet button) or featureless.

Is "rim-fire" still an exemption or did it get rolled into the AW category, too?

Rimfire rifles are exempt from the California assault weapons ban but not rimfire pistols. And this stripped lower cannot be built into a semi pistol anyway.
